PROPOSED INSTITUTIONAL PILOT

90 days to establish
a clearer readiness baseline.

A discussion framework for an agreed cohort, country, sector and destination. This is a proposal for scoping—not an active programme or a promise of sales.

AGREE THE SCOPE FIRST

Who the pilot is for.

Trade bodies, chambers, export programmes, enterprise agencies and funders supporting a defined group of businesses.

  • Participants can describe their business, product and intended market.
  • Each participant agrees the purpose and permitted use of their information.
  • A sponsor, delivery lead and reviewer are identified before work begins.
  • Cohort size, budget, participant criteria and service capacity are agreed in writing.

PROPOSED DELIVERY PLAN

Four stages, with review points.

DAYS 1–15

Scope & baseline

Confirm eligibility, permissions and a product–market focus. Record unique participants and starting evidence gaps.

DAYS 16–45

Prepare

Guide profile completion, organise records and track missing information. Escalate specialist questions.

DAYS 46–75

Review

Conduct the agreed evidence reviews and record findings. Explore consented buyer assessment where feasible.

DAYS 76–90

Report & decide

Compare baseline and follow-up records. Report limitations, delivery costs and the case for continuation.

ACCOUNTABILITY

Agree the measures before enrolment.

  • Profile completeness: completed required fields / agreed required fields.
  • Gap resolution: resolved baseline gaps / recorded baseline gaps, retaining review notes.
  • Review completion: completed scoped reviews / reviews commissioned.
  • Turnaround: elapsed days from a complete submission to review decision.
  • Buyer use: dated, consented assessments; separate introductions from purchase decisions.
  • Delivery cost: reconciled programme spend, with a stated denominator.

Targets are agreed after baseline and capacity review. Report unique counts, periods, denominators, exclusions and evidence sources. Do not count a Passport as an order, shipment or financing outcome.

A written agreement sets fees, responsibilities, data access, retention, reporting and exit arrangements before delivery.

Concept version: October 2026 · Subject to founder and programme-owner approval.
